CFIA Disinformation #11 – HPAI and LPAI Part 2: Allowing a domestic poultry flock known to be exposed to HPAI to remain alive means a potential source of the virus persists.
Clarifying CFIA’s Misleading Practice
Despite the detailed context previously provided about HPAI, the Canadian Food Inspection Agency (CFIA) continues to promote the idea that it is “eradicating” the virus by swiftly culling affected flocks. In reality, this approach raises serious concerns about scientific accuracy and transparency.
Farmers are not automatically provided with lab reports unless they specifically request them. Moreover, cull orders are often initiated based solely on preliminary H5 subtype detections from CFIA’s own internal self-regulated labs—such as the Abbotsford facility—before confirmatory testing, such as sequencing or virus isolation, can be completed by the National Centre for Foreign Animal Disease in Winnipeg.
According to CFIA’s own public statement (May 31, 2025), culling occurs within 24–72 hours of detection. This timeline does not allow for definitive pathogenicity testing to determine whether the virus is highly pathogenic (HPAI) or low pathogenic (LPAI).
Numerous commercial producers have reported that any confirmatory testing often happens after culling has taken place. Yet CFIA continues to issue public statements implying that these flocks were confirmed HPAI cases prior to culling. This is misleading. In many cases, the presence or absence of HPAI has not been confirmed at the time the irreversible decision to kill the animals is made.
Such practices conflate assumption with evidence, and present premature conclusions as scientific fact. Canadians deserve policies grounded in rigorous, transparent science—not fear-driven decisions cloaked in the language of eradication.
