CFIA Disinformation #10 – Stamping-Out Policy

Disinformation Response to two CFIA Statements (May 31, 2025):

  1. Update on the CFIA’s actions at an HPAI infected premises at a BC ostrich farm
  2. CFIA’s basis for applying disease control measures at an avian influenza infected ostrich farm

Stamping-Out Policy

Disinformation #10: Stamping-out is the only option possible. 

CFIA agents themselves have stated there are other options: 

  1. Dr. Shannon French, CFIA, Cross-Examination on Affidavit, Transcript (pp. 035–039)Key Highlights: 

Pg. 35, lines 20–28: Dr. French acknowledges there is a growing movement among scientists and academics to explore alternatives to stamping out and that simulation models are being developed. 

Pg. 36, lines 1–4: She says, “someone is going to need to be brave enough to try it for real.” 

Pg. 36, lines 6–16: She compares the situation to fighting a forest fire—until better tools exist, you use the current ones (i.e., stamping out).

Pg. 39, lines 1–14: Dr. French describes specific modeled alternatives, such as allowing healthy birds to be processed for slaughter but delaying restocking until an outbreak ends. She notes these have economic implications, but they are being explored. 

Page 30 (also relevant): This section contains conceptual discussion on stamping out and eradication challenges. Dr. French acknowledges: 

  • It’s not a simple issue. 
  • Eradication may no longer be realistic, especially if the virus becomes endemic. 
  • She suggests new strategies will be needed if H5N1 becomes entrenched. 

2. Abed Harchaoui, CFIA, Affidavit – Key Highlights:

s.27: “CFIA has considered alternatives to stamping out Avian Influenza, including an approach that would allow the virus to run its course or “burn out” on an infected premises, and a “selective killing” approach” …” 1 

s,27: “…burning out” option was included in the 2013 version of the NAI HSP to accommodate situations where CFIA did not have adequate staff and other resources to implement a stamping out approach in cases of low pathogenicity strains…”. 1 

s.29: “To my knowledge, CFIA never implemented a burning out approach because sufficient resources have been available to implement stamping out.” 1 

3. Suminder Sawhney, CFIA, Cross-Examination on Affidavit, Transcript (pp. 03) 2 – Key Highlight (March 18, 2025):

Mr. Sawhney states that at this stage we haven’t contacted anyone on this (international trading partners) issue and answered that no one has contacted them. Screenshot of transcript:

Stamping out is NOT working: *This report from WOAH states that 633,000,000 poultry worldwide have been mass slaughtered between 2005 and 2024. Yet, an unprecedented peak in 2022 of 146,000,000 million culled birds happened.  How can you say it is working, when we get a peak cull count occurring 18 years since the stamping out policy was applied?
